The issue of paper leaks in India has become a serious national concern, affecting the future of millions of students. Recently, a case related to a paper leak in the NEET-UG examination, conducted by the National Testing Agency (NTA), has once again brought the issue into focus, leading to the cancellation of the exam. The incident has raised serious questions about the fairness of examinations.
NEET Paper Leak Sparks Debate
While paper leaks occur in one examination or another in India almost every year, nations such as the United States and China have established systems where the occurrence of a paper leak is considered nearly impossible. In the US and Canada, passing the Medical College Admission Test (MCAT) examination is a mandatory prerequisite for admission to medical schools. This examination is administered by the Association of American Medical Colleges (AAMC).
Why Don't Paper Leaks Occur In US?
The MCAT examination is conducted digitally at secure testing centers. This approach mitigates the risks associated with the physical transportation of question papers and streamlines the result processing procedure.
The MCAT is administered on various dates throughout the year instead of being a single day exam. This arrangement also alleviates examination-related pressure on students and minimises the impact of any potential irregularities. The MCAT is a computer-based examination lasting 6 hours and 15 minutes. Not all students get the same question paper, as the exam uses a large pool of questions. Because of this, the chances of a large-scale paper leak are very low.
The exam comprises sections on verbal reasoning, critical thinking, and written analysis. It is widely regarded as one of the most rigorous examinations. The registration fee for the MCAT 2026 cycle is USD 355. Students residing outside the US, Canada, or US territories are required to pay an additional international fee of USD 130 on top of the standard registration fee.
How Are Examinations Conducted In China?
Every year, millions of students participate in China's national college entrance examination, known as the “Gaokao.” Admission to top-tier universities is granted based on the rankings achieved in this examination. During the Gaokao exams in China, security measures are so stringent that even traffic is halted in several cities to ensure that students can reach their examination centers on time.
Where Are Exam Papers Printed?
According to the South China Morning Post, the question papers are printed within prisons under the joint supervision of the Ministry of Education and the National Administration of State Secrets Protection. Each printing workshop is equipped with round-the-clock security protocols, including surveillance cameras and guards. The personnel responsible for printing the papers are housed in isolated locations and are kept under surveillance.
The security protocols surrounding the Gaokao question papers are even more stringent. The papers are transported across the country under the protection of armed guards. The vehicles used to transport the question papers to examination centers are equipped with satellite navigation and remote monitoring systems. The drivers of these vehicles consist of officials from the examination authorities, as well as personnel from the police and military forces.
This examination is recognised as one of the largest and most systematically organised examinations in the world. Held at the end of the academic year in June, the exam spans two days. The entire process takes approximately nine hours to complete. Students are tested in three compulsory subjects: Chinese, English, and Mathematics. The examination fee for the Gaokao is approximately 200 yuan. International students are not eligible to apply for the Gaokao.
What Can India Learn?
India can shift towards digital, computer-based exams and improving security in NEET exam systems. It can also learn from the US, China models by using question banks, multiple exam sessions, and stronger monitoring.
