Vehicles without a valid Pollution Under Control Certificate (PUCC) will not be allowed to run on roads in the National Capital Region (NCR). The Commission for Air Quality Management (CAQM) on Friday issued the order after holding the 28th meeting of the full Commission.
No Fuel For THESE Vehicles In Delhi-NCR
According to the order, from October 1, fuel will not be given at any petrol station in the NCR to vehicles that do not have a valid PUCC. Compliance with this rule will be checked using Automatic Number Plate Recognition (ANPR) cameras and other modern technologies. Exemptions will only be given in emergency cases involving medical situations, law and order duties, and disaster management vehicles.
In a press release, the CAQM noted, “Further, Draft Direction No. 101 imposing restrictions on fuelling of vehicles without valid Pollution Under Control Certificate (PUCC) in NCR was deliberated upon and approved by the Commission. The Direction envisages dispensing of fuel only upon production of valid PUCC w.e.f. 01.10.2026 in the entire NCR for controlling vehicular emissions contributing significantly to PM2.5, NOx and CO levels.”
CAQM's Major Decisions
The statutory body took three major and stringent decisions aimed at controlling pollution in Delhi and the NCR. These directives primarily focus on curbing vehicular pollution, promoting electric vehicles, and completely addressing the problem of stubble burning. The orders signal adoption of a "zero-tolerance" policy toward pollution by 2027.

Electrification Of Three-Wheeled Vehicles
To reduce pollution, diesel- and petrol-powered three-wheeled vehicles (both passenger and goods carriers) will be phased out gradually. According to the order, only electric three-wheeled vehicles (falling under the L5 category) will be eligible for registration. “The Commission also approved issuance of Draft Direction No. 100 mandating registration of only Electric 3-Wheelers (Passenger and Goods) of L5 category in Delhi-NCR in a phased manner as part of sustained efforts towards cleaner mobility and reduction in vehicular emissions in the region,” the statement added.
Formation Of Stubble Protection Force
Furthermore, the CAQM has directed governments of Punjab, Haryana, and Uttar Pradesh to work on a war footing to bring stubble burning incidents down to zero in 2026. In this regard, a ‘Stubble Protection Force’ will be formed at the district and block levels, comprising officials from the police and the Agriculture Department. Since farmers often burn stubble in the evening to avoid satellite detection, patrolling will be increased during evening hours.
“The Commission reviewed the sudden spikes in incidents of wheat stubble burning incidents and directed the concerned State Governments and agencies for strict enforcement,” the CAQM said in its order.
