A shocking report revealed how war-ravaged Ukraine is planning to utilise its porn industry to generate domestic revenue, which in turn would assist its conflict against Russia. According to a report by the Wall Street Journal, Ukraine is deliberating legislation to decriminalise and tax its thriving online adult entertainment industry to generate crucial domestic revenue for its ongoing war.
Ukraine to legalise porn industry to fund war against Russia
As per the report, co-authored by MP Yaroslav Zhelezniak, chair of the Ukrainian parliament’s finance committee, the proposed law passed its initial parliamentary reading and seeks to convert an underground digital market into a legitimate source of state revenue. Ukrainian officials estimate that fully legalising adult content could generate around USD 25 million in annual tax revenue.
While modest compared to Ukraine's overall wartime budget, lawmakers emphasise that these funds could directly purchase roughly 30,000 military drones or other essential defence hardware for frontline troops. The push for reform aims to resolve a glaring legal paradox created by wartime tax collection efforts.
What is the current law in Ukraine for adult content?
Under current Ukrainian law, producing or distributing adult content carries criminal penalties of up to seven years in prison. However, as the digital creator economy boomed, state tax authorities actively encouraged creators to declare their earnings. Official data revealed that roughly 7,900 Ukrainian creators earned over USD 131 million on platforms like OnlyFans in 2023 alone.
When creators complied and filed their tax declarations, law enforcement agencies used those very documents to launch criminal prosecutions or demand bribes, trapping performers between tax evasion charges on one side and adult-content distribution charges on the other.
How does porn content help Ukraine in its drones purchase?
Prominent creators and public figures have rallied behind the campaign to overhaul these legacy laws. Svitlana Dvornikova, a popular creator who paid nearly USD 9,00,000 in personal taxes, initiated a public petition to decriminalise the industry after local police raided her home. Pointing out that her individual tax contribution was enough to fund hundreds of military drones or dozens of supply trucks, her petition swiftly gathered over 25,000 signatures, prompting President Volodymyr Zelenskyy to refer the issue to parliament for consideration.
Beyond providing direct financial assistance to the military, lawmakers argue that legalising the sector will bring significant structural benefits to Ukrainian governance. By decriminalising adult media, the government aims to safeguard domestic creators from predatory police shakedowns and eliminate a legal grey zone that forces performers to migrate abroad.
Furthermore, removing these prohibitions allows law enforcement and judicial systems to divert critical wartime resources away from victimless offenses and reallocate them toward national security, defence, and post-war rebuilding priorities.
