Ahead of the Shanghai Cooperation Organization (SCO) Summit, scheduled to be held in Islamabad next year, Pakistan is set to invite the Heads of State of all SCO member states, according to the Pakistan Foreign Ministry. The announcement has raised a key question: Will Pakistan invite Prime Minister Narendra Modi to attend the summit next year?

Responding to a journalist's query on whether Prime Minister Narendra Modi would be invited to the high-level meeting, the Ministry of Foreign Affairs, Government of Pakistan, said, "All member states of the Shanghai Cooperation Organization will be invited at the level of the Heads of State or Government, should they wish to attend at the level of the Head of Government.”

“Invitations will obviously be extended, and this is an obligation on the part of Pakistan as the host. We will invite all Heads of State and Government to the Summit meeting,” it said.

The ministry was also asked whether External Affairs Minister S. Jaishankar had sought a meeting with his Pakistani counterpart on the sidelines of the ASEAN Regional Forum (ARF) in Manila.

“I am not aware of any meeting request from India on the sidelines of the ARF in Manila. I cannot comment,” the Pakistan ministry said.

The remarks come amid deeply strained India-Pakistan ties, marked by suspended trade, limited diplomatic engagement, and strict border controls following Operation Sindoor, launched in May last year.

India and Pakistan have not held any sustained bilateral talks since New Delhi called off the Composite Dialogue process in the aftermath of the 2008 Mumbai terror attacks, carried out by the Pakistan-based Lashkar-e-Taiba (LeT), which killed 166 people.

Following the Pahalgam terror attack last year, India launched four days of military strikes targeting terrorist infrastructure in Pakistan and suspended the Indus Waters Treaty of 1960.
