An alarming child protection scandal has emerged in France, after more than 100 accounts of violence, mistreatment and sexual abuse towards children were handed over to French authorities, who launched an investigation involving Parisian nurseries, primary schools and childcare centres.
The allegations include terrifying incidents where even three-year-old children are suspected of having been sexually assaulted or abused, which has triggered fears over the safety standards of France's childcare in schools.
The scale of the investigation was confirmed by Paris's senior prosecutor, Laure Beccuau. "We have investigations underway in 84 preschools, about 20 primary schools and about 10 daycare centres," NDTV quoted Beccuau.

The investigation allegedly began when authorities discovered a three-year-old boy visibly distressed, standing outside of his school, unable to walk into it and in a state of trance, reducing his mother to tears. According to his family's lawyer, Louis Cailliez, the authorities intervened.
“One morning, the three-year-old boy became so distressed in front of the school gates, refusing to go in, that he fell into a kind of trance, and his mother was in tears. The headteacher had to come out to force the child into school, and at the time neither the boy's mother nor the headteacher knew why.”
As per the Guardian, the child's case has now been incorporated into a broader set of accusations currently under investigation by the authorities.
Wider Allegations Across Schools
According to the inquiry, the authorities have fired 78 monitors working in Parisian schools since the start of the year, with 31 facing accusations of sexual abuse. Allegations have varied from inappropriate sexual acts to insults and physical abuse, even rape in some instances. The mayor of Paris confirmed that monitors employed in non-academic/supervision roles have been at the heart of the inquiry.
What Are School Monitors?
Monitors are employees who help supervise children in Parisian schools during meal times, during rest time and for after-school care. Monitors are neither employees of the local council nor of the department of education, but they are contracted by the former and often work with no experience or formal training.
Children start mandatory nursery school in France at the age of 3, and so are supervised daily by one monitor during a school day and for after-school activities by millions of students across France. Parents and lawyers have recounted ongoing abusive behaviours which have allegedly been perpetrated on children, including screaming at, beating and starving children. Others include sexual assault and rape of young children.
Lawyer Florian Lastelle, who represents multiple families, described the situation as deeply alarming, saying, “It's a massive scandal. The state school system is a source of pride in this country, but unfortunately, in France today it's not possible to say that the public service guarantees children's safety.”
As The Guardian reports, parents throughout France detail children being shouted at loudly and angrily, being pushed, and having their hair pulled. It was reported that some children were not fed and that others were made to eat until they vomited. In the most severe incidents, children were sexually assaulted or raped.
Government response
Paris authorities unveiled a plan worth EUR 20 million, meant to address "systemic failings" of school supervision.
Emmanuel Gregoire, the mayor of Paris, who disclosed at the press conference that he had been sexually abused by a school monitor when he was a child, admitted problems with the system.
He stated, “If there was a collective mistake, it was to treat these incidents as isolated when in fact they point to a systemic risk, and perhaps even a systemic code of silence.”
Several trials are expected to start in Paris in the next few weeks. They include charges related to children between 3 and 10 years old who are thought to have been abused.
Dozens of institutions are under investigation. According to the authorities, further suspensions and charges are to be announced soon.
