Viksit Bharat Shiksha Adhisthan Bill: JPC Meet Postponed As TDP Raises Concerns Over Section 47; What Is It?

Jagran Bureau, New Delhi: The government is preparing to get the proposed Viksit Bharat Siksha Adishthan Bill passed in the monsoon session of Parliament to bring higher education under the purview of a single regulator.

The sudden adjournment of the Joint Parliamentary Committee (JPC) meeting on the proposed legislation on Monday, which was convened to finalise the bill's recommendations, has raised doubts about the bill's fate this session. The bill is highly unlikely to be introduced in Parliament without the JPC's recommendations.

State autonomy won't be affected: Centre

States like Tamil Nadu, Karnataka, Telangana, and Andhra Pradesh have been objecting to the bill over their concerns about autonomy regarding the format of this bill related to higher education. However, the government had rejected the objections of the states and made it clear that this will not affect the autonomy of the states at all.

According to sources, the JPC was set to finalise its recommendations on the bill on Monday after a lengthy discussion on the matter. But the meeting was postponed before that due to objections from the TDP, a key NDA ally.

When will the next meeting of JPC be held?

It has not yet been decided when the JPC will meet again to finalise its recommendations on the bill. Sources say the TDP has objected to Section 47 of the bill, arguing that it could create direct central control over state universities, which is against the federal structure.

It is noteworthy that the government introduced this bill related to higher education in the Lok Sabha on December 15, 2025. However, after objections from the opposition parties, it was immediately referred to the JPC. Therefore, the JPC was required to make its recommendations regarding the bill during the monsoon session itself.

What does Section 47 of the Bill say?

Section 47 of the Bill empowers the Central government to suspend or dissolve the Vikas Bharat Shiksha Adhisthan and its subordinate councils at any time for violations of national interests or failure to perform their duties. During this period, the Central Government will retain complete control over the Adhisthan. This suspension period will initially last for six months, and may be extended for a further six months.
