Tamil Nadu is currently going through a muddled situation as to who will form a coalition with whom. Since the merger is the only way Vijay could acquire the seat, the chances are fifty-fifty. It is likely to happen; if someone else secures the majority of votes, he will emerge as the chief minister of the state.
Even the one with the least number of votes could get the throne when the coalition decides their fate. Thol Thirumavalavan, VCK chief, can also acquire the seat. Shocked?! Even if it's unexpected, this is exactly how coalition politics work.
The Viduthalai Chiruthaigal Katchi (VCK) forms the center of the uncertainty over government formation in Tamil Nadu. The TVK, the single largest party, currently has 116 MLA-elects in its favor and needs the backing of two more MLAs to secure a majority.

The VCK has two MLAs; if they agree to support Vijay, the TVK can go ahead with forming the government. The TVK is expected to make its stand clear at 4 pm today. Reports say the delay is due to the absence of one of the two VCK MLAs. It is known that the MLA is on the way to Chennai and that VCK asks for having the signature of both its MLAs before announcing its final decision.
Actor Vijay too reached out to the AMMK and IUML for support, but the two parties had refused it.
Anything Can Happen In Coalition
Well, everything is possible in coalition politics. Any leader can become chief minister if he is a member of the said assembly and can muster a simple majority in his favor.
While Vijay was busy negotiating a coalition with smaller parties like the CPI, CPM, VCK, and others, the Dravidian giants DMK and AIADMK weren't sitting idle.
The parties that dominated Tamil Nadu politics for more than 60 years started negotiating with one another after being washed away by a Vijay tsunami. Interestingly, a cooperation was difficult to envision up until this point because the two groups had been fierce rivals.
To prevent Vijay from establishing the government, the AIADMK claim that negotiations with the DMK are still ongoing.
Additionally, it seems that Vijay wasn't the only one attempting to win VCK over. According to insiders, the Dravidian giants had also been considering forming an alliance with the VCK.

Together, the DMK and AIADMK hold 106 seats (59 DMK seats and 47 AIADMK seats). The total would increase to 116 when the two MLAs of VCK are added.
107 of its own lawmakers, five members of Congress, and four members of the Left parties are among the numerous MLAs that support the TVK.118 is the midway point.
