Jagran Correspondent, New Delhi: The Delhi Police Special Cell and the Eastern Range unit have busted a Pakistan-backed international terror-crime module allegedly being operated by Pakistan-based gangster-turned-terror operative Shahzad Bhatti and his associate Ajmal Gujjar. According to officials, seven accused have been arrested in the case, and the action is believed to have averted multiple potential terror incidents across the Delhi-NCR region.

A dedicated team of the Special Cell, led by Inspectors Rahul Kumar, Vineet Kumar Tewatia, and Ajeet Kumar under the supervision of ACP Kailash Singh Bisht, had been tracking the network for an extended period.

Acting on intelligence inputs received in mid-May 2026, the team first apprehended Mohit from Loni in Ghaziabad near Yamuna Vihar. During the arrest, an illegal pistol and several incriminating chats were recovered from him. Subsequent interrogation helped investigators unravel the wider network and expose the alleged module.

Seizures made by police

During the operation, police recovered advanced semi-automatic pistols, 41 live cartridges, seven mobile phones containing incriminating chats and voice notes linked to Shahzad Bhatti and Ajmal Gujjar, one Scorpio SUV, and bank account details allegedly used for drug and arms trafficking.

Investigators said Shahzad Bhatti and Ajmal Gujjar, operating from Pakistan, were allegedly involved in radicalising and recruiting Indian youth through social media platforms. The module is suspected to have used encrypted communication channels, along with Punjab-based routes and drone networks, to smuggle weapons, ammunition, and heroin (“chitta”) into the Delhi-NCR region, reportedly with support from ISI-linked protection.

How the module allegedly operated

According to police, the duo used social media and encrypted apps to recruit and radicalise vulnerable youth, luring them with promises of money, weapons, and a criminal lifestyle. Payments were allegedly routed through UPI scanners, hawala channels, and Dubai-based accounts.

Recruited individuals were reportedly tasked with conducting inspections of crowded public places, restaurants, and sensitive installations. These locations were allegedly identified for potential disruptive activities aimed at disturbing communal harmony and spreading fear.
