The Election Commission is set to commence the third and final phase of the Special Intensive Revision (SIR) of the electoral rolls in the remaining 22 states and union territories (including Delhi) after the conclusion of the 2026 Elections. The process is expected to start on April 29, with some officials suggesting that it may occur after the completion of the five sets of elections and the announcement of results.

So far, the SIR process has been completed in ten states and three union territories only. In Assam, a "special revision" was completed that would see approximately 60 crore of the 99 crore voting population included in the voter lists. The remaining 39 crore will also be included in the later phase of the project (to complete the process in 17 states and 5 union territories).

There will be assembly elections occurring this month in Kerala, Assam, Puducherry, Tamil Nadu, and West Bengal, with an anticipated completion date for counting those votes being May 4.

On February 19, the Election Commission requested that 22 states, including Delhi and the union territories, expedite the support of preparatory matters for the start-up of SIR, which is reported as being anticipated to start this April.

The Election Commission has written to the Chief Electoral Officer of the states and Union Territories, including Andhra Pradesh, Maharashtra, Karnataka, Punjab, and Delhi, as well as the Chief Electoral Officer of the Election Commission of India that there was an order from the Election Commission in June of last year that specified that there would be a pan-India SIR of Electoral Rolls or Voter Lists for each State and Union Territory in India. Since June, the schedule for SIR has changed frequently for many different reasons.
