'Exam System Made Robust, More Work To Follow': PM Modi In Video Message As Parliament Clears Anti-Paper Leak Bill

Prime Minister Narendra Modi on Thursday released a video message after the anti-paper leak bill was cleared by both Houses of Parliament. In his video message, he said that with the new amendments, the examination system has been made robust and that more work will continue to be done. 

PM Modi said, "For the past several decades, every state and every central government has faced the challenge of paper leaks. As a result, the future of our children has also been put at risk."

The latest video is the fourth in less than a week. He praised the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026 and said that the paper leak mafias won't be spared.

"Paper mafias and gangs involved in paper leaks, those who play with the future of the country's children, will not be spared. There is a need for stringent laws against them," he said

He added that the Central government has been introducing reforms to strengthen the process. These reforms include changes to the examination system, greater use of technology and faster mechanisms. He added that suggestions from the states have also been taken to make the system robust.

"We are continuously taking one step after another. Whether it is reforming the examination system, introducing fast-track measures, or taking into account suggestions from the states, we are moving ahead," he said.

Apart from this, PM Modi appealed to the countrymen and said that to fulfil the dream of 'Developed India', we all have to move forward together and improve the education system.

Rajya Sabha passes bill

Parliament approved the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, on Thursday. The bill also passed the Rajya Sabha amid a walkout by the opposition.

The Lok Sabha had passed the bill on Wednesday, which provides for speedy investigation and prosecution of examination irregularities, including paper leaks, and stricter punishment.

As both Houses cleared the proposed legislation, it will become law after President Droupadi Murmu's assent.
