- New annual concessional pass from November 1, 2026.
- Residents within 20 km of toll plazas eligible.
- Save up to Rs 2,820 annually on toll fees.
Residents living within 20 km of a National Highway toll plaza will be able to obtain an annual concessional local pass from November 1, 2026, under a new provision announced by the Ministry of Road Transport and Highways on Tuesday.
The pass will cost Rs 1,500 annually for toll plazas located outside municipal or local town limits and Rs 3,000 for those within these limits. The move is aimed at reducing travel expenses for eligible residents who regularly cross nearby toll plazas for work, education and other local needs.
Currently, eligible residents pay Rs 360 for a monthly pass, amounting to Rs 4,320 annually. Under the new system, commuters opting for the Rs 1,500 pass could save Rs 2,820 a year, while those paying Rs 3,000 could save Rs 1,320 annually.

The new rates will depend on the location of the toll plaza.
* Outside municipal or local town limits: Rs 1,500 per year.
* Within municipal or local town limits: Rs 3,000 per year.
* Existing monthly pass: Rs 360 per month, or Rs 4,320 annually.
The new pass offers potential savings of Rs 1,320 to Rs 2,820 a year compared with renewing the existing monthly pass for 12 months.
Who Is Eligible For The Annual Toll Pass?
The facility will be available to eligible owners of non-commercial vehicles who meet the following conditions:
* They must reside within 20 km of a National Highway toll plaza.
* Their vehicle must have a valid and functional FASTag registered for non-commercial use.
* They can choose either the existing monthly pass or the new annual concessional local pass.
The pass will be valid only for the specific toll plaza for which it is issued. It cannot be transferred or used at another toll plaza.
Where Will The New Pass Not Be Available?
The ministry has specified certain restrictions on the facility. The annual concessional local pass will not be issued for National Highways or expressways where tolls are collected under a closed user-fee collection system.
Residents will also not be eligible for the pass where a service road or alternative road is available for their use.
Therefore, living within 20 km of a toll plaza alone does not guarantee eligibility.
How To Get The Annual Local Pass
The annual local pass will be available at eligible toll plazas from November 1, 2026. The facility will also be made available through the Rajmargyatra app from December 1, according to the ministry.
The notification was given under the National Highways Fee (Determination of Rates and Collection) Rules, 2026. The rates can be revised every year, with the revision to be effective from April 1.
According to the ministry, more than 13 crore FASTags have been issued across the country. The new provision aims to make regular travel more affordable for eligible residents living near National Highway toll plazas.
