The National Capital Region Planning Board (NCRPB) cleared the National Capital Region’s development plan 2041 after a five-year delay on five years on Tuesday.

The plan, emphasising directions for the growth, connectivity and governance of 55,000 sq km of area across Delhi and three states, was passed at a meeting chaired by Union Minister for Housing and Urban Affairs Manohar Lal Khattar in the presence of chief ministers and ministers of Uttar Pradesh, Delhi, Haryana and Rajasthan.

Details of the plan

-It is a long-term blueprint that would govern land use across Delhi-NCR related to infrastructure, housing, transport and environmental protection.

-The plan will determine if cities and towns under the NCR region may expand or not. The plan will also determine where housing and industrial clusters will be built and how an entire transport network will come up.

-The plan holds legal significance as the NCRPB Act, 1985, cites it as mandatory and states that no development can be made by violating the plan.

-The Regional plan encompasses Delhi and 24 districts from three neighbouring states: 14 from Haryana, 8 from UP and 2 from Rajasthan.

-Under the RP-2041, two new regional expressways were proposed:

  • E-way linking Panipat, Meerut, Hapur, Rewari, and Rohtak
  • E-way linking Karnal, Muzaffarnagar, Aligarh, Mathura, and Alwar.

-The plan also proposed four greenfield Namo cities. One of them will be built in Delhi, while the remaining three will be built in three NCR states. All of them will be built along the Regional Rapid Transit System (RRTS).

-On the Aravalli question, the plan states no change in policy after decisions by the NGT and the Supreme Court. Basically, the change from ‘Natural Conservation Zone’ to 'Natural Zone' in the draft 2022 regional plan will not be implemented.

-To curb vehicular pollution, which has a share of 40 per cent, a new scheme called Parivartan has been brought. It aims at replacing older vehicles with BS-VI-compliant ones. Waste water will be recycled, and groundwater will be recharged.

-The RP-2041 also provides for rewarding NCR states on the expansion of green cover beyond the notified zones to enhance greenery.
