Monsoon Session Set For Stormy Beginning Today: NPCI Debut, Paper Leak, Delimitation Bill, Ram Mandir Theft Top Agenda

The Monsoon Session of the Parliament is likely to witness a stormy start on Monday as the Opposition's brief walkout from the all-party meeting called by the government on Sunday set the tone for it. Union Parliamentary Affairs Minister Kiren Rijiju on Sunday defended the government's decision to invite the Nationalist Citizens Party of India (NCPI).

NCPI has 20 MPs who split from the Trinamool Congress (TMC). After a symbolic walkout protest on inviting the NCPI to the meeting, the Opposition parties returned to the meeting.

Speaking to reporters after the meeting, Rijiju said the government had followed parliamentary rules. Questioning the opposition's protest, he said the NCPI had requested the Lok Sabha Speaker for recognition. "How could you ignore that? It is the government's duty to invite everyone," Rijiju added.

TMC questions new seating arrangement despite no green light to merger

The protest walkout was against Lok Sabha Speaker Om Birla's approval for separate seating arrangements for the 20 NCPI MPs.

TMC MP Mahua Moitra sharply questioned the government's move. She questioned that the Speaker has not yet approved the merger of rebel MPs and that disqualification petitions against them are still pending.

However, later in the day, Speaker Om Birla approved the separate sitting arrangement for NPCI MPs, which could further spark a row on Monday.

Ram Mandir row

The offering theft at Ram Mandir is one of the issues to be raised by the Opposition. On Thursday, Congress held a meeting of its Parliamentary Strategy Group under the Congress Parliamentary Party (CPP) chairperson Sonia Gandhi, where Ram Mandir theft was discussed along with other issues to be raised in the Parliament.

On Sunday, a joint letter was written by Lok Sabha LoP Rahul Gandhi and Rajya Sabha LoP Mallikarjun Kharge to Prime Minister Modi over the donation theft.

Congress general secretary Jairam Ramesh shared the letter, saying it was "only appropriate" that the two Opposition leaders had sought answers on what the party described as "chanda chori, aastha se dhokha" (donation theft, betrayal of faith).

NEET Paper-Leak, Sonam Wanghuk protest and Dharmendra Pradhan's resignation

Aam Aadmi Party (AAP) MP Sanjay Singh has moved a Suspension of Business notice in the Rajya Sabha under Rule 267 to discuss the NEET-UG 2026 paper leak, "the erosion of the integrity of public examinations, police action against peaceful protesters and the deteriorating health of activist Sonam Wangchuk" during the upcoming Monsoon Session of Parliament.

In a post on X, the AAP MP said, "My notice under Rule 267 to the Chairman of the Rajya Sabha. All business of the country's Parliament should be adjourned to hold a discussion on the paper leak and the demands of Sonam Wangchuk."

At the All Party Meeting, CPI Rajya Sabha Leader P Sandosh Kumar also raised a series of matters of urgent public importance, including demands the resignation of Union Education Minister Dharmendra Pradhan in view of repeated examination paper leaks.

Delimitation Bill

The Centre is also reportedly making an outreach to the Opposition parties amid a recent rise in the number of MPs due to the TMC and Shiv Sena-UBT split. The Centre is trying to capitalise on the fragmented INDIA bloc, especially after Congress ditched DMK to form government with TVK in Tamil Nadu.

NCP-SP MP Supriya Sule has said that the party would support the bill if a 50 per cent uniform increase in seats is promised to states under the Delimitation Bill.

However, Samajwadi Party, which Sule had claimed to be having a similar stance since the beginning, on Sunday vowed to fight the proposed legislation with full strength.

After the all-party meeting, SPM MP Dharmendra Yadav told ANI, "Why are they so desperate to introduce the Delimitation Bill? Samajwadi Party workers and Akhilesh Yadav have been staunchly opposed to this bill in the past and remain so today; we will use our full strength to block it. The Women's Reservation Bill has already been passed. The issue isn't really women's reservation; they simply want to use it to complicate the delimitation process."
