The Ministry of Home Affairs, under the leadership of Union Home Minister Amit Shah, has unveiled a comprehensive national counter-terrorism framework titled ‘Prahaar’. The newly launched strategy aims to address emerging and complex security challenges by strengthening preventive measures, ensuring swift operational response, enhancing inter-agency coordination, and upholding the rule of law.

In an official statement, the ministry highlighted that India has consistently played a leading role in the global fight against terrorism for several decades, even as terror threats continue to change in form and scale.

The government said that "terrorism has no religion, nationality, or community. India condemns all forms of terrorism and follows a zero-tolerance policy, ensuring that violence cannot be justified under any circumstances."

Key Points Of ‘Prahaar’ Policy 

1. The policy warns of growing dangers from cross-border terrorism and extremist groups operating across regions.

2. It highlights the increasing use of drones and advanced digital tools to carry out attacks.

3. It flags the spread of online propaganda, recruitment drives, and encrypted communications by terror networks.

4. It recognises potential threats emerging from chemical, biological, nuclear, and cyber sources.

India’s Strategic Response to Terror Threats Under ‘Prahaar’ Policy

1. The strategy aims to stop attacks before they happen through proactive, intelligence-based action.

2. It calls for stronger coordination between central and state agencies to ensure swift response.

3. It emphasises protecting human rights while strictly following legal procedures.

4. It seeks to reduce social and economic conditions that may encourage terrorism.

5. It promotes cooperation with global partners to combat terrorism at the international level.

6. It focuses on helping affected communities recover quickly and remain resilient.

7. It ensures real-time intelligence sharing through the Multi Agency Centre (MAC) and Joint Task Force on Intelligence (JTFI).

8. It plans to disrupt online recruitment channels and terror funding networks.

9. It proposes equipping border and security forces with modern surveillance and defence technology.

10. It directs local police to act as first responders, supported by NSG and other specialised forces.

11. It mandates thorough investigations by the NIA and state police to prevent future attacks.

12. It works with community leaders, NGOs, and moderate religious figures to counter extremist ideologies.

13. It prioritises educating youth and women while addressing social and economic vulnerabilities.

‘Prahaar’ aims to modernise training, improve technology, streamline procedures, and strengthen counter-terror units at the state level. Its main goal is to ensure a well-coordinated national response, safeguard democratic values, and build a society that can resist and recover from terrorist threats.
