The Elite Action Group for Drug Law Enforcement (EAGLE) in Telangana has struck a major blow against an international narcotics cartel. After a two-year investigation, authorities revealed a sophisticated operation that used European courier routes to smuggle cocaine into India.

The syndicate maintained a vast distribution web spanning both major metros, including Hyderabad, Mumbai, Delhi, Bengaluru and Goa and smaller industrial hubs like Ludhiana, Jalandhar, Valsad and Belagavi.

The European Connection

Iwuala Udoka Stanley, a Nigerian national apprehended in 2024, identified him as the mastermind behind the network. EAGLE officials disclosed that Stanley exploited courier services from European nations, particularly France and Belgium, to ship contraband.

This case is considered a significant anomaly as the drugs were routed through France and the Netherlands rather than traditional paths. At the time of his arrest in February 2024, Stanley was described as one of the most prolific narcotics distributors in the country. He reportedly sourced cocaine and synthetic pills through a contact in the Netherlands, with shipments originating from French and Belgian territories.

Exploitation Of Domestic Chains

Iwuala Udoka Stanley, currently out on bail while facing trial, is among 22 individuals named in the police chargesheet. While six suspects have been detained, several others remain at large.

The network's domestic reach involved recruiting locals through financial incentives. Saurabh, a choreographer based in Pune, was lured into the racket by Stanley's associate, Raphael. Tasked with receiving international parcels under the guise of "clothing shipments," Saurabh was paid between Rs 30,000 and Rs 80,000 per delivery to transport the goods to contacts in Goa and Bengaluru.

Modus Operandi And Logistics

The investigation uncovered a highly organised method of operation:

Bulk Shipments: At least six consignments, each containing roughly 3 kg of cocaine, were delivered to Saurabh’s residence in Pune.

Alerts To Central Agencies: Following these revelations, EAGLE has prompted central authorities to intensify cargo screenings for European imports.

Hierarchical Control: Stanley acted as the primary coordinator, maintaining constant communication with handlers in Nigeria to direct deliveries across India.

Local Distribution: The syndicate utilised a network of taxi drivers and local peddlers, including individuals currently incarcerated in Goa to ensure the final mile of delivery.

With an estimated 500 clients nationwide, Stanley's operation functioned as a seamless bridge between international suppliers and domestic consumers.
