FCRA Amendment Bill Likely To Be Introduced In Lok Sabha On Monday, Stipulates Strict Rules For NGOs

Neelu Ranjan, New Delhi: A bill amending the Foreign Contribution Regulation Act (FCRA) to impose greater responsibility on NGOs receiving foreign aid is likely to be introduced in the Lok Sabha on Monday.

MPs and ministers affiliated with the ruling party have been given clear indications regarding this. After the passage of the Vande Mataram and anti-paper leak bills in both houses, the government is now working to pass other pending bills as well.

Bill likely in LS on Monday

According to an NDA MP, the FCRA Amendment Bill is scheduled to be introduced in the Lok Sabha on Monday. The bill is likely to face strong resistance from the Opposition Bench. Still, the government is confident of passing it. The bill would authorise the government to establish a central authority to monitor all foreign-funded NGOs.

The proposed authority would monitor all activities of the NGOs and ensure that foreign aid they receive is spent on the intended purpose. Many NGOs have been accused of diverting foreign aid for activities ranging from proselytising to anti-development activities.

This will also provide clarity regarding the foreign aid received by NGOs in cases where their FCRA licenses are pending, revoked, or not renewed. In these situations, the movable and immovable assets of NGOs acquired with foreign aid can also be confiscated.

Foreign aid will be closely monitored

More than 16,000 NGOs across the country have FCRA licenses and receive foreign aid of over 22,000 crore rupees annually. Clearly, a large lobby of NGOs receiving foreign aid is opposed to this.
