Delhi: In an effort to tackle air pollution, the Delhi government on Friday notified the 'Proactive Winter Air Quality Management Framework'. Starting November 1, 2026, all non-BS VI commercial vehicles registered outside Delhi will be barred from entering the city.

Key Restrictions

- Non-BS VI commercial vehicles registered outside Delhi will be prohibited from entering the city between November 1, 2026, and January 31, 2027.

Only THESE Vehicles Will Be Exempted

Vehicles exempted from this ban include:

- CNG and electric vehicles

- Emergency service vehicles, including ambulances and fire tenders

- Vehicles engaged in government work

Parking Fees To Double

The government has announced that parking fees at all authorised parking lots will double from November 1, 2026, to February 28, 2027. This measure aims to improve winter air quality and discourage the excessive use of private vehicles.

- Four-wheeled vehicles: Hourly parking charges for cars and similar vehicles will increase from the current rate of Rs 20 to Rs 40

- Two-wheelers: The hourly rate for bikes and scooters will double, shifting from Rs 10 to Rs 20.

- Buses: Hourly parking fees for buses will see the largest nominal jump, rising from Rs 150 to Rs 300.

Other Key Measures

- Staggered Office Timings: To reduce traffic congestion and vehicular pollution a 'staggered timing' system will be implemented for offices across the national capital.

- Ban Of Open Burning Of Garbage: The government will impose a complete ban on the open burning of garbage and biomass. Additionally, advance planning is underway to control construction activities and dust.

The Chief Minister stated that these restrictions are being announced months before winter to ensure the public has sufficient time to prepare and avoid inconvenience later.
