The Ministry of Information and Broadcasting (I&B) on Saturday issued a notice to Telegram over the widespread circulation of pirated films and OTT content on its platform, according to sources familiar with the matter. The notice directed the app to submit an Action Taken Report within 15 days.

As part of the notice, the ministry directed Telegram to move beyond individual takedowns and adopt a platform-level approach to tackling piracy.

According to the ministry, Telegram has been directed to strengthen its mechanisms for detecting, reporting, disabling access to and removing infringing content. The government said the action has been taken to protect India's creator economy and safeguarding the interests of the film industry, broadcasters, OTT platforms, producers and distributors from online piracy.

 The Telegram has been directed to take action against repeat infringers, including channels, groups, bots, accounts, administrators and other associated entities involved in sharing pirated content. 

Additionally, Centre asked the application to submit details of its grievance redressal system for producers, OTT platforms and law enforcement agencies. 

Previous Warning

The development follows the government's earlier action against more than 3,000 Telegram channels containing pirated content and warns that continued availability of infringing material, evasive compliance or an incomplete response could invite further examination under the applicable legal framework.

This is the second such notice that the Indian government has sent to Telegram in the previous week. Earlier, the Ministry of Electronics and Information Technology issued a notice to Telegram, Signal and WhatsApp over their respective username features.

Last month, Telegram was banned in India by the National Testing Agency over circulation of leaked examination papers from June 16 to June 22.
