Capacity Building Commission Chairperson S. Radha Chauhan has been appointed chairperson of a one-member committee formed to investigate the OSM (On-Screen Marking) tender case. The appointment comes amid technical glitches related to the recent CBSE board exams and questions raised about the tender process.
Who is S. Radha Chauhan?
Chauhan is a 1988 batch IAS officer of the Uttar Pradesh cadre. She served as Secretary, Department of Personnel and Training (DoPT) before retiring in 2024. With over 36 years of rich experience, the officer is known for her expertise in public procurement, digital governance, institutional reforms, and policymaking.

- As CEO of Government e-Marketplace (GeM), she played a leading role in making government procurement transparent and digital.

Why was this responsibility assigned?
The government has entrusted Radha Chauhan with this sensitive responsibility due to her administrative experience, particularly her deep understanding of tender processes and digital platforms. A one-member committee has been formed to conduct an impartial investigation into the OSM tender case, which has raised controversy surrounding the CBSE exam evaluation process. Her appointment is expected to ensure a transparent, expeditious, and professional investigation.
The announcement of panel by the Centre came along with transfer of CBSE chairman Rahul Singh and secretary Himanshu Gupta. The transfer of top officials marks first action by the Centre in the ongoing row over irregularities in scanning copies in CBSE board exams using new On-Screen Marking (OSM) system.
Tender to Coempt Edu Teck under lens
Hyderabad-based Coempt Edu Teck was awarded the contract for Digital Scanning and OSM system. They firm was to handle the digital evaluation of answer sheets of laksh of students who appeared for board examinations.
The tender process came under scrutiny after concerns were raised about the OSM system. Meanwhile, reports also alleged that a clause of blacklisting the firm as removed from the contract in 2025, which further raised concern over tender process.
