Mumbai-based Shashank (Siddhant Chaturvedi), who is originally from Patna, has a flaw in his pronunciation of the 'Sha' syllable. Instead, he says 'Sa'. Even though he works in the marketing division of a washing machine manufacturer, this precludes him from doing interviews or making sales pitches. Therefore, rather than 'seher', which has a different connotation, the word in this movie's title also means 'shaher' (city). Roshni (Mrunal Thakur) is from a Mumbai household, and her mother (Ayesha Reza Mishra) keeps pressuring her to think about marrying other boys. But she rejected them all.

However, Shashank demanded to know why she rejected him. As a result, he followed her to her office virtually every day. But for this one reason, she gradually became interested in his obstinate pursuit of her. She gradually came to like him as well.

The relationship between Shashank and Roshini quickly devolves into a wild game of snakes and ladders, with significant highs and even more gruesome lows.
