Bihar Education Department Strict Rules 2026: In a firm move to enforce School workplace discipline, the Bihar Education Department (BED), Patna, has made biometric attendance compulsory for all its officers and employees with immediate effect. The new directive marks a significant shift in how the department monitors and manages its workforce, tying the monthly salary of every employee directly to their biometric attendance record, leaving no room for casual absenteeism or habitual tardiness.

The order, issued from Patna, comes amid long-standing concerns over irregular attendance and lax working culture in government offices. Senior officials have made clear that the department intends to enforce these rules without exception, and that those who fail to comply will face consequences ranging from written explanations to formal disciplinary proceedings.

Presence At 9:30 AM Is Mandatory:

Under the new rules, every employee must be present at the office by 9:30 AM on all working days without exception. Arriving late will no longer be treated as a minor lapse; action will be initiated against defaulters immediately. Employees found arriving after the stipulated time will be required to submit a written explanation justifying their delay.

No Leave Without Approval:

The directive also lays down clear rules around working hours and leave. The lunch break has been formally designated from 1:00 PM to 2:00 PM. Outside of this window, no education department employee is permitted to leave the office premises before the scheduled closing time unless they have received prior leave approval. Employees must remain at their designated workstations throughout the working day, and those found loitering or wandering without a valid reason will face disciplinary action.

Fortnightly Inspections by Senior Officials:

To ensure compliance on the ground, the Education Department has directed all officers-in-charge and senior officials to conduct mandatory fortnightly inspections of their respective branches and offices. These inspection reports must be formally compiled and submitted to the Additional Chief Secretary through official files, ensuring a documented accountability trail at every level of administration.
