Bihar DA Hike: The Bihar cabinet, led by Chief Minister Samrat Chaudhary, has approved a series of significant economic, technological, and environmental initiatives for the 2026-27 financial year. Key decisions include a total debt approval of Rs 72,901.30 crore and a two per cent hike in dearness allowance (DA) for state employees and pensioners.
The cabinet meeting, held on Wednesday, cleared 18 major proposals aimed at promoting electric vehicles, enhancing employment, empowering women, and positioning Bihar as a hub for artificial intelligence.
DA Increase Provides Relief to Millions
Effective from January 1, 2026, the DA hike will benefit state government employees and pensioners across various pay commissions.
Employees who are under the 7th Pay Commission will have their DA increase from 58 per cent to 60 per cent.
Employees under the 6th Pay Commission- DA increased from 257 per cent to 262 per cent.
Employees under the 5th Pay Commission- DA increased from 474 per cent to 483 per cent.
Cabinet Approves Infrastructure Funding
Additional Chief Secretary Arvind Chaudhary announced that the state has authorised raising Rs 72,901.30 crore in debt for the upcoming fiscal year. Out of this, Rs 64,141.28 crore will be sourced via market borrowing to fund infrastructure, development projects, and public welfare schemes.
Push for Green Mobility: Electric Vehicle Scheme
The cabinet launched the "Chief Minister, Bihar Environment Friendly Transport Employment Scheme," aligning with the global "EV 30 at 30" campaign. The goal is to ensure electric vehicles account for 30% of all new vehicle sales in Bihar by 2030.
Amendments to the Bihar Electric Vehicle Policy, 2023, will now provide direct incentives via DBT for the purchase of electric cargo three-wheelers and commercial vehicles. In a significant move for women's empowerment, special incentives will be offered to women purchasing electric two-wheelers and four-wheelers for personal use.

Union Government DA Hike
Earlier, the union government announced a hike of 2 per cent in Dearness Allowance (DA) for its employees last week, taking the rates to 60 per cent. The new rates will be effective from January 1, 2026, offering a small but timely boost to millions of central government employees and pensioners.
Since the hike applicable from January this year, both employees and pensioners will receive arrears for the months already passed.
