Seed Act 2026: The centre is set to table the Seed Act 2026 in the upcoming budget session to curb the sale of defective seeds to the farmers. While calling the act "historic", Union Minister for Agriculture Shivraj Singh Chouhan stated that every seed packet will carry a QR code through which the farmers will be able to know the manufacturing details. He further asserted that the Seed Act will improve the manufacturing quality and will make the system more transparent. The union minister asserted that a strict fine of up to Rs 30 will be imposed against the violators, adding that legal action will also be taken in cases of repeated offence.

The union minister stated that the farmers will be able to access complete information about the origin of the seed packet by scanning the QR code attached to it. He further stated that the QR code will enable action against the people responsible for manufacturing low-quality seeds. “We have tried to create a system through which it can be known where the seed was produced, which dealer supplied it and who sold it,” Chouhan stated.

“Inferior seeds will not come into the system, and even if they do, they will be caught. Those who supply such seeds will be penalised,” he added. The agriculture minister further stated that while the penalty for producing low-quality seed was Rs 500 earlier, the violators will now have to pay a hefty fine of up to Rs 30 lakh.

“Earlier, the penalty was up to Rs 500. Now, there is a proposal to impose a fine of up to Rs 30 lakh, and if someone deliberately commits an offence, there will also be provision for punishment,” the union minister stated.

Chouhan further stated that under this act, every seed company will now have to be registered, making it clear which companies are authorised to operate.
