Road Construction Minister Dr Dilip Jaiswal on Tuesday presented the Road Construction Department’s budget for the financial year 2026-27 in the Bihar Assembly, seeking approval for a gross allocation of Rs 82,60,16 crore.
During his budget speech, the minister informed the House that proposals for two high-speed greenfield corridors, the Pashupatinath-Baidyanath Corridor and the Narayani-Ganga Corridor, have been submitted to the Central Government for approval.
According to the minister, the 250-km-long Pashupatinath-Baidyanath High-Speed Corridor will begin from Bhimnagar near the Nepal border and extend to Chanan in Bihar. The proposed alignment includes Pasraha, Agwani Ghat, Sultanganj, Katoria and Chanan.
The 225-km-long Narayani-Ganga High-Speed Corridor will start from NH-727A in Bagaha and extend to Patar in Bhojpur district. Once completed, it is expected to significantly improve connectivity to Bhojpur, Saran, Siwan, Gopalganj and West Champaran districts.
The minister said the state government aims to ensure that travellers can reach a four-lane road within 20 km of starting their journey. Under the Chief Minister’s Road Expansion Scheme, the government plans to widen around 5,000 km of single-lane roads to two lanes or more in a phased manner, subject to available resources.
Dr Jaiswal also provided updates on five proposed expressways in the state. He said the Buxar-Bhagalpur Expressway is under approval, and its detailed project report (DPR) is being prepared. Land acquisition is currently underway for the Raxaul-Haldia, Patna-Purnia, Gorakhpur-Siliguri and the realignment of the Varanasi-Ranchi-Kolkata expressways. A committee has been formed to oversee expressway development under the Saat Nischay-3 programme.

Additionally, the minister said the Ministry of Road Transport and Highways has approved the construction of road overbridges (ROBs) at 19 railway crossings on national highways in Bihar. Of these, 12 have been completed, and work is in progress at six locations. Proposals are also in place to construct ROBs at 44 more sites across the state through the Bihar State Bridge Construction Corporation and the Bihar State Road Development Corporation.
